Dear Researchers,
Under the European Union’s Horizon Europe Programme, the Maritime Low Emission Network (MaRLEN) project, which will run between 2025 and 2029, has launched its first call to support R&D and innovation initiatives focusing on achieving zero emissions in maritime transport.
The call aims to support efforts to reduce greenhouse gas emissions from maritime vessels, identify research gaps in the field, and promote alignment among member countries in prioritization and evaluation processes.
Who Can Apply?
- Universities
- Research centers
- Private sector entities (including start-ups, SMEs, and large companies)
- Municipalities and public authorities
- Legal entities engaged in R&D activities
Consortium Requirement
Each project must be submitted by an international consortium consisting of at least two different institutions from two different countries.

Application and Evaluation Process
- Single-Stage International Application: The consortium proposal must be submitted by the project coordinator electronically by 30 September 2025.
- Mandatory National Application (for Turkish participants): Turkish institutions involved in the project must also submit a national application via the TÜBİTAK PBS system by 7 October 2025 and complete the electronic signature process by 10 October 2025.
- Preliminary Check and Expert Review: TÜBİTAK will first evaluate proposals for national eligibility. Applications not meeting the criteria will be rejected at this stage.
- Final Decision: Based on expert evaluations, final funding decisions will be made by the MaRLEN Call Steering Committee, which includes representatives of all funding organizations.
